Description
Hennepin County's Assessor's Office is seeking an Appraiser to estimate the market value and set classifications on residential and agricultural real estate throughout Hennepin County for tax purposes. The Appraiser is expected to be actively involved in the revaluation process and perform abatement appraisals, local and County Board of Appeal appraisals, and assist in Tax Court appraisals.

Location and hours:
This position is hybrid and will be performed around Hennepin County locations and remote as job duties require. Work hours are flexible, but standard business hours are Monday through Friday, 8 a.m. - 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
Participate in mass residential appraisals by viewing physical characteristics of buildings and land.
Study construction, sales data, and neighborhood trends to establish valuation benchmarks for mass appraisal work; perform appraisals for abatements and valuation reviews using the three traditional approaches to value.
Complete routine assessment duties, including making divisions of property, processing change orders and recording values on assessment runs or on field records.
Respond to taxpayers' questions and inquiries regarding assessment laws and procedures, valuation inquiries, and residential appraisal practices.
Responsible for preparing annual assessment to meet standards established by the County Assessor.
Need to have:
One of the following:
A bachelor's degree or higher in real estate or closely related field and one or more years of real estate appraisal or assessment experience.
Three or more years of real estate appraisal or assessment experience.
Ability to obtain the Certified Minnesota Assessor (CMA) certification from the Minnesota State Board of Assessors within two years of employment. As a condition of continued employment, persons with a CMA certification must obtain licensure as an Accredited Minnesota Assessor (AMA) within five years of having become licensed as a CMA.
A valid driver's license, access to reliable transportation available for travel within the metro area, and the ability to obtain a Hennepin County driver's permit.
Nice to have:
Knowledge of Minnesota property tax laws, appraisal methods and techniques, real estate terminology, and instruments of transfer.
Ability to:
Make physical measurements of real property using tapes or other distance measuring tools; walk on uneven terrain; climb stairs and ladders; bend, stoop, and crawl through narrow areas in order to view physical or structural features of properties.
Analyze and draw conclusions from trends and data; use computer applications for mathematical calculations.
Work effectively with local officials, taxpayers, and the general public.
Plan, organize, and supervise the work of others.
Prepare clear, concise, written appraisal reports and give expert testimony for court appearances.
