Description
The Digital Equity Manager plays a key role for Hennepin County's Office of Broadband & Digital Inclusion (OBDI) as the individual responsible for delivering service excellence for residents across multiple strategies, setting priorities and implementing improvements to OBDI’s programs based on the County’s overall vision for digital equity. This role also serves as a key member of the department’s leadership team and as a partner for the development of services, partnerships, and recommendations for public-policy changes that help build digital equity in Hennepin County.
This role will plan, organize, and manage the overall operation of OBDI’s public services across the department’s mission of connecting all residents to affordable broadband and providing services that help residents overcome digital barriers. The manager's responsibilities include oversight of multiple program activities, resource allocation management, program evaluation, utilization of data for continuous improvement efforts, and embedding an equity lens into the various areas of decision making.
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Location and hours:This position is hybrid and will be performed both onsite at the Minneapolis Central Library, 300 Nicollet MallMinneapolis, MN 55401 and remote as job duties require. This position has a primary schedule of Monday through Friday, days, with flexibility to respond to business needs. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Establish standards for quality of work, select and supervise key staff and supervisors, and evaluate team performance.
· Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion.
· Manage contracted vendors and lead procurement processes when needed.
· Determine the need for services and program improvements; develop resources and plans to meet such needs and evaluate service/program outcomes.
· Communicate, interpret, and advise staff on policies and procedures.
· Plan, organize, supervise, and evaluate complex projects.
· Conduct and participate in administrative and general staff meetings.
· Supervise the preparation of periodic reports and caseload program or service analyses.
· Cooperate and collaborate with other departments and programs, public and private agencies, community groups, and other organizations.
· Aid unit supervisors in resolving employee discipline and other supervisory issues.
· Develop, manage, and improve partnerships with community-based organizations and the services they provide for residents.
· Track the expenditures of OBDI’s budgets and financials, including grants, invoices, and personnel hours.
· Participate in the preparation of budget proposals and the monitoring of expenditures.
· Ensure OBDI program alignment and that activities within each program area further digital equity goals and include a disparity reduction lens. Prioritize work efforts across the OBDI program portfolio and direct resources accordingly.
· Establish program-wide goals, objectives, and KPIs and track outcomes. Responsible for reporting on these metrics to OBDI leadership, county administration, and for any grants or contracts.
· Evaluate continuous improvement efforts to mature and refine OBDI programming.
· Collaborate with staff in each program area to develop implementation and/or continuous improvement plans and corresponding budgets. Provide work direction to staff implementing programs.
· Manage OBDI internal and external communications. Collaborate with Communications, IT, and other Administrative or Operational resources to meet OBDI program needs. Provide work direction to county resources providing indirect support.
· Serve as a member of the OBDI leadership team.
· Represent OBDI on countywide communities or initiatives.
· Participate in special projects related to strategic planning, policy analysis, evaluation, community engagement, and coalition building.
Need to have:
· One of the following:
o Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
o Bachelor’s degree or higher in business administration, public administration, or other field appropriate to the position and five years of experience related to organizational operations or programs or a specialty area appropriate to the position.
