Description
Hennepin County's Elections department is seeking to fill an Elections Program Manager who will be responsible for managing budgeting and invoicing, grants and reimbursements, campaign finance and campaign practices, and candidate filing programs for the department. This position will also implement training programs on campaign finance, campaign practices, and post-election procedures. The Elections Program Manager must be non-partisan and be able to provide excellent customer service, use technical and analytical skills, and perform a variety of managerial functions. The Elections department is looking for applicants interested in election administration, government processes, and interacting with residents.
Candidates bilingual in English and Somali, Spanish, Oromo, Hmong, American or Universal Sign Language are encouraged to apply. Location and hours:This position is hybrid and will be performed both on-site at the 625 Building (625 4th Avenue South, Minneapolis, MN 55415), and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m., with some flexibility. Occasional mandatory overtime will be required. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will:
· Develop the campaign finance program area, meeting statutory requirements and filing required complaints of infraction or suspected infraction of election statute to other government agencies.
· Coordinate candidate filing and candidate withdrawal strategies and services, petition procedures, and accept, track, and deposit candidate filing fees.
· Implement training programs for local election clerks and candidates on campaign finance, campaign practices, and post-election procedures.
Need to have:
· One of the following:
o Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
o Bachelor's degree or higher in political science, public administration, business administration, or other field appropriate to the position and four or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. · Experience:
o Managing financial aspects of a department (i.e., budgeting, invoicing and collecting payments, reviewing and paying invoices, depositing fees).
o Coordinating candidate filing or campaign finance and campaign practices procedures.
o Administering elections in Minnesota.
· Effective written and verbal communication skills.
· Ability to:
o Handle complex and simultaneous tasks by setting priorities to meet deadlines.
o Work collaboratively with a diverse group of team members and internal and external partners.
o Work with great attention to detail.
o Understand basic elections policy and procedures.
o Provide non-partisan, impartial and excellent customer service.
o Estimate potential challenges and risks and generate solutions.
About the department:Hennepin County Elections works with partners at the federal, state, and local level to provide voting services to over one million eligible county residents in over 400 polling places throughout the county.
