Description
The Hennepin County Attorney's Office (CAO) is seeking an Extreme Risk Protective Order (ERPO) Specialist advocate (internally classified as Legal Services Specialist) to provide support and guidance to family members who are considering seeking an Extreme Risk Protection order (ERPO) to protect their struggling loved one. The Legal Services Specialist will assist in filing of ERPOs and will help navigate a complex health care system. The Legal Services Specialist will also provide training and technical assistance to our Hennepin County and City partners and outreach and education to the community.

Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota and Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
• Provide information to families regarding ERPOs and assist with applying.
• Prepare families who are petitioning for ERPOs to participate in the court process and attend court hearings.
• Provide information to families relating to their cases, including court dates, preparation for court appearances and testimony, and instructions as to the procedural steps of the court process.
• Coordinate services with law enforcement and other criminal justice professionals to facilitate an effective court process.
• Serve as advocate and liaison between the CAO, families, and outside agencies.
• Assist families in navigating health care systems and assess needs for resources and safety plans.
• Engage with community groups, healthcare providers, and law enforcement to build partnerships and promote understanding of ERPOs.
• Develop and participate in training and technical assistance resources in response to community needs.
• Respond, develop and participate in community engagement, outreach, and education efforts to raise awareness about ERPOs.
• Answer legal and resource questions from community partners and members.
• Represent the CAO on committees and task forces.
• Prepare and maintain records, reports, correspondence, and memorandums.
• Gather and document statistical data on client demographics.
• Track the impact of ERPO laws and identifying areas for improvement through data collection and analysis.
Need to have:
• One of the following:
o 27 semester (40 quarter) credits or more in the psychology, forensic psychology, social work, sociology, behavioral health or criminal justice and three years of related experience.
o Bachelor's degree or higher which includes or is supplemented by forty approved upper division quarter college credits in the behavioral and social sciences (e.g., psychology, criminal justice, sociology, etc.) and one year or more of experience performing duties related to the classification.
Nice to have:
• Experience:
o Working as a social worker or mental health professional with individuals and/or families impacted by trauma.
o Working with the justice system, including juvenile and adult court.
o Promoting the interests of individuals with attorneys, criminal justice personnel, and community agencies, while applying policies, rules, and procedures.
o Utilizing existing community and/or system resources available to individuals impacted by mental health concerns.
o Providing legal advocacy services to clients from diverse cultural and/or socioeconomic backgrounds and/or communities impacted by poverty, racism, gang violence and/or distrust of police and governmental agencies.
o Providing counseling, referrals advocacy and/or trial preparation services.
o In program or project development implementation and evaluation.
• Knowledge of:
o Dynamics of victimization and the impact of traumatic incidents, such as death, domestic violence, sexual assault, child abuse, incest, and other crimes.
o Legal procedures and court systems.
o Counseling techniques.
o System and community resources. available to individuals impacted by mental health concerns.
o Institutional and systemic racism, its impact on communities and individuals, and a desire to eliminate racial disparities and address the trauma caused by institutional and systemic racism.
o Mental health systems and civil commitment in Hennepin County.
• Ability to:
o Display cultural competence when working with individuals from all cultural backgrounds and socioeconomic statuses.
o Establish and maintain effective working relationships with families, criminal justice professionals, community agencies, and the public.
o Excellent written and verbal communication skills, including experience in training and public speaking for in person and virtual platforms.
• Understanding of gun violence prevention issues and ERPO legislation.
