Description
The Resident Services IT (RS IT) department is looking for a Full Stack Developer II to join our development team supporting the service centers, elections, examiner of titles, law library, and public library departments. This work will involve developing and maintaining test environments, planning and translating business and technical requirements, testing applications, documenting, implementing and troubleshooting IT solutions, providing security solutions, working with vendors and consultants on IT solutions as it pertains to contracts, developing and improving processes, and supporting established governance and best practices.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, from 8 a.m. – 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
About the position type:
This is a full-time benefit earning position. This position is internally classified as an Information Technology (IT) Developer II. Click here to view the job classification specification. At this time, employees may be eligible to receive an additional cash merit of up to $2,343.99 that can be earned annually based on performance.
In this position, you will:
· Participate in coordinating tasks assigned to developers and the development of business and technical requirements, assist with the development of applications solution by collaborating with the Enterprise Architects, and work with subject matter experts to ensure business and technical needs are being met.
· Participate in identifying, analyzing, and evaluating legacy applications, Application Programming Interfaces (API's), and services developed in Pearl for upgrade to modern architecture and optimization.
· Develop integrations between on-prem, AZURE cloud resources (API’s), and API management
· Re-write or enhance applications based on .NET, C#, and Pearl.
· Write and maintain technical design specifications, test plans, and other support documentation.
· Participate in peer code review and code deployment to different environments.
· Participate in all stages of the Software Development Life Cycle (SDLC) of new applications using agile methodologies and interpret business needs to implement new solutions based on Hennepin County standards and industry best practices.
· Provide support of applications in relevant environment, troubleshoot problems, upgrades, and incremental enhancements.
Need to have:
· One of the following:
o Four years or more of technology experience.
o An approved information technology certificate and two years or more of IT experience.
o Completion of five college/vocational technical technology courses and two years or more of IT experience.
o Completion of an approved IT Hennepin County internship and two years or more of information technology experience.
o Two-year college/vocational technical degree in a technology field and two years or more of IT experience.
o Bachelor's degree in a technology field and one year or more of information technology experience.
Nice to have:
· Experience with:
o Database management including design, stored procedures, functions and/or views, maintenance, and data migration.
o Cybersecurity, including authentication and authorization using Entra ID, both on-premises and in AZURE Cloud platforms for support and development of solutions.
o Agile methodologies and frameworks using DevOps, Scrum, and Kanban.
· Ability to:
o Leverage creative problem solving when confronted with issues, change and complexity.
o Effectively work in collaboration with other developers, communication specialists, managers, and customers.
o Provide excellent customer service and interact with end users.
o Work independently and collaboratively.
