Description
The Asset Management Division of the Transportation Operations Department is seeking a Supervisor for the Permits office. This position leads a team of three employees that administers the Hennepin County road right-of-way permit program. This is accomplished through a web-based e-permitting system that controls access, regulates installation of utilities and other infrastructure within county rights-of-way, and a transportation permit system that regulates oversize and overweight loads. In a typical year the office administers over: 1,100 utility permits, 1,400 transportation permits, 40 access permits, and 20 event permits.

Location and hours:This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN and remote as job duties require. There is no public transportation to this facility. Work hours will be Monday through Friday with a flexible schedule during the business hours. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

· Oversee, review, issue permits such as: Right-of-Way/Utility, Transportation (oversize/overweight), Access (residential, commercial, streets), and Event permits; enforce Hennepin County Ordinance 22.
· Lead and interact with a customer service mindset in daily interactions with internal and external customers.
· Review submittals and approve permits prior to the work commencing. Enforce permit compliance, quality assurance, water quality compliance, and appropriate restoration of county infrastructure.
· Supervise, direct, train, and check the work of engineering technicians and other staff as assigned.
· Coordinate communication between multiple county divisions, affected cities, agencies, and utility companies on utility and access permit projects. Review construction plans (internal and external) to ensure traffic control is coordinated amongst multiple construction projects to minimize impact to the traveling public.
· Participate on internal committees and work groups that review projects and proposals.
· Communicate, often as the first point of contact, with city and agency engineering staff when they are proposing construction modifications within county right-of-way.
· Manage the collection, tracking and reporting associated with permit fees and review and recommend changes as needed.
· Supervise the use of the county’s Utility Infrastructure Integration (UI2) project collaboration platform and Adopt-a-Highway program.
· Participate in an on-call rotation with other office staff to ensure 24-hour coverage in case of utility emergency response needs.
· Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
· One of the following:
o Nine years or more of experience in technical non-professional highway, land survey, geographic information systems application, construction inspection or related engineering work, two of which must have been as a lead worker providing work direction to other technicians.
o Bachelor's degree or higher in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and five years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians.
o Associate degree in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and seven years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians.
· GISP Certification or LSIT (Licensed Surveyor in Training) may be substituted for 5 years of experience. Current Certified Survey Technician (CST) Level 4 OR Licensed Land Surveyor (LS) may count for 8 years' experience.
· A valid driver's license and the ability to obtain a Hennepin County driver's permit.
Nice to have:
· Current certifications or ability to obtain within 12 months of hire for:
o Completion of the APWA Underground Utility Construction Inspector School.
o UofM Construction Site Management.
o MnDOT Traffic Control Supervisor.
o MnDOT Technical Certifications.
· Experience directing a work team and coordinating work with other internal department divisions; working with outside agencies and consultants.
· Ability to:
o Maintain effective relationships with local government representatives, contractors, consultants, residents, and coworkers.
o Schedule, prioritize, and balance several tasks/projects.
o Work with a team and direct work with minimal direction.
o Utilize computer software, such as Microsoft Office Suite.
· Knowledge of:
o The fundamentals of civil engineering; engineering construction materials, equipment, and practices.
o Hennepin County Roads and Bridges operational structure.
· Knowledge of diversity and inclusion strategies with a focus on disparities reduction.
