Description
Intergovernmental Relations is seeking an experienced professional to support the work of the department’s staff lobbyists. The Policy Aide position will work with county employees in policy development and coordination and occasionally external stakeholders to support development and implementation of the county’s lobbying program.

Location and hours:
This position is hybrid and will be performed both on-site at the Government Center, 300 South 6th Street, Minneapolis, MN 55415, and remote as job duties require. The department maintains a work environment in which staff are not required to be onsite unless necessary. Meetings may occasionally require travel around the Twin Cities. This includes frequent travel and near daily presence at and to the State Capitol to participate in the work of the Intergovernmental Relations team while the legislature is in session or otherwise conducting business. Work hours are Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m., with the ability to work occasionally after hours during the legislative session as needed. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis.

In this position, you will:
· Analyze county programs for potential policy options to address unmet needs and opportunities that support work of program managers, department directors, and other county leaders; develop policy proposals and potential legislation; coordinate the development of legislative advocacy materials.
· Support department staff; assist in the development of the annual state and federal legislative platforms; facilitate internal grassroots advocacy; maintain good working relationships with the Association of Minnesota Counties and its affiliates, Minnesota Inter-County Association (MICA), and other local government associations; cover legislative hearings as needed.
· Monitor and track legislative bills and hearings and maintain legislative tracking system; research legislative history, conduct legislative analysis at the local, state, and federal levels.
· Survey programs and advocacy among Minnesota local governments, providers, and stakeholders, to develop joint advocacy plans to advance Hennepin County’s priorities.
· Synthesize data and information from state and federal agencies for use in reporting to county staff and commissioners; attend stakeholder meetings and summarize outcomes; track legislation and outcomes for end-of-session reporting; update and maintain the IGR SharePoint site.
· Schedule meetings, organize materials, and lead internal and external stakeholder meetings.
Need to have:
· One of the following:
o Six or more years in general administrative work related to the management of departmental/organizational operations or in a specialty area appropriate to the position.
§ Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
o Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
· Access to reliable transportation to travel within the Twin Cities (Minneapolis and Saint Paul) and occasionally throughout Minnesota.
