Description
Hennepin County is hiring a Probation/Parole Officer for the Intensive Supervised Release (ISR) Unit within the Adult Specialized Supervision Services Division of the Department of Community Corrections and Rehabilitation (DOCCR). This position will provide community-based supervision to high-risk clients and work towards client change and public safety through supervision strategies matched to client need and risk. Salary based upon qualifications:
Probation/Parole Officer salary: $58,614.98 - $87,922.48 Annually Probation/Parole Officer, Senior salary: $61,545.73 - $92,318.60 AnnuallyProbation/Parole Officer, Career salary: $67,854.17 - $101,781.26 Annually
Location and hours:
This position is hybrid and will be performed both on-site at the Brookdale Probation Services located at 6125 Shingle Creek Parkway, Suite 300, Brooklyn Center, Minnesota 55430 and remote as job duties require. This position will be required to work non-traditional hours, including weekends, holiday, days, and evenings. ISR Agents are required to cover their phone from 8:00 a.m. to 6:00 p.m. Monday - Friday. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. Criminal background checks: Applicants with convictions are not automatically disqualified. Each case is considered on its individual circumstances and the type of work. In this position, you will:
· Provide caseload supervision and compliance monitoring for clients on ISR, utilizing research-supported practices to increase intrinsic motivation for change and promote skill building by utilizing Evidence-Based Practices (EBP) when working with clients.
· Interface with District Court and/or Department of Corrections hearing process by writing reports for partners, attending hearings, and providing testimony.
· Maintain established client contact standards by conducting home and/or community visits and transport clients, as required.
· Respond to urgent and emergent situations, collaborating with law enforcement and other partners regarding clients’ criminal activity, and problem-solve using application of established policies and procedures to promote public safety.
· Perform administrative duties and responsibilities, including monitoring social media sites; calibration of breathalyzers; collection and processing of urinalysis samples; forensic examinations; planned searches; maintaining an evidence repository; and data tracking and analysis.
· Maintain accurate documentation of case activity, including, but not limited to, contacts with clients, victims, concerned parties and treatment agencies, utilizing department and offender data systems.
· Work successfully with cross-cultures, be respectful of lived experiences in all communications, and demonstrate on-going expansion of one’s own awareness and understanding of culture and active support for equity.
o Individuals hired at the Probation Officer (PO) level must demonstrate an ability to supervise a caseload with the least complex cases within the unit and build proficiency and competency with essential functions of the position through formal and informal training, and perform the duties listed above.
o Individuals hired at the Senior PO level must operate with limited oversight and demonstrate an ability to actively case manage more complex cases, independently developing/adjusting supervision and/or case plans and defending decisions independently in Court, and perform the duties listed above.
o Individuals hired at the Career PO level must demonstrate an ability to operate independently with the most complex cases within the unit, are proficient with correctional Evidence Based Practices, and may stand in for a Corrections Unit Supervisor (CUS) to coach Senior- and PO-level peers on their work assignments requiring higher level functions.
Need to have:
· For hire as Probation/Parole Officer, one of the following:
o Associates degree in any field and four or more years of relevant full-time equivalent paid experience with clients served by the justice system or human services.
o Bachelor's degree in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field, and one or more years of full-time equivalent paid or volunteer work experience with clients served by in the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including the completion of a supervised clinical field work training/internship (if required by degree program).
· Note: The Evidence Based Practice Corrections Professional Certificate may be substituted for one year of relevant experience.
· A valid driver's license and the ability to obtain a Hennepin County driver's permit.
· For hire as Probation/Parole Officer, Senior, one of the following:
o Associates degree in any field and six or more years full-time equivalent paid experience with clients served by the justice system or human services.
o Bachelor's degree in non-related field and four or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.
o Bachelor's degree in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field, and three or more years of relevant full-time equivalent paid or volunteer work experience with clients served by in the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including completion of a supervised clinical field work training/internship (if required by degree program); and one or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.

Nice to have:
· Experience:
o In report writing and conducting home and/or community visits with clients.
o Using CSTS (electronic client management system).
o Working with the Department of Corrections violation processes.
· Knowledge of casework or case management practices, interviewing and investigative methods, the criminal justice system, criminology, individual and group behavior, and legal procedures; and strength-based approaches to motivating behavioral change.
· Ability to build effective, strength-based relationships; demonstrate a high level of customer service; be flexible and adaptive when working with clients, peers, and internal and external stakeholders; maintain confidentiality; resolve conflicts, problem-solve, and make recommendations and decisions within authority of the criminal justice system.
· Excellent communication skills and well organized, detail oriented, and comfortable with evolving technology.
