Statewide Planning Manager | Up to $131,585/annually
This position is located at Central Office in St. Paul, Minnesota. This position will have the flexibility to work a hybrid schedule. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office more frequently on occasion based on business needs.
The Statewide Planning Manager position directs and leads the Office of Transportation System Management’s statewide planning section. This position will provide overall managerial direction and leadership for statewide policy planning, for asset and investment planning, and for corridor planning. In addition, this position will:
· Be responsible for statewide planning and analysis, including development of the long range Statewide Multimodal Transportation Plan, the 20-year Statewide Highway Investment Plan, the Transportation Asset Management Plan, the 10-year Capital Highway Investment Plan, corridor planning program, the advancing transportation equity initiative, and coordination of all other statewide and metropolitan policy and investment planning initiatives.
· Oversees the Federal Planning grant program administration and the federally mandated coordinated, cooperative, and continuing planning process (3-C).
· Leads and/or participates in national, state, and local committees on transportation-related research and policy, department management teams, task forces, and issue groups.
Occasional in state travel (1 trip per month on average) including several overnight trips each year.

MINIMUM QUALIFICATIONS:
Two years of managerial level experience, OR three years of professional supervisory experience, OR four years of advanced professional level experience in transportation policy or investment planning.

Leadership: Experience in a leadership role sufficient to successfully lead and manage agency initiatives, develop, and implement innovative solutions to complex issues, and lead and motivate others who do not report directly in developing and completing plans programs.
Fiscal: Knowledge and understanding of transportation funding and legislative procedural rule and the ability to comprehend investment tradeoffs to recommend specific and alternative actions.
Technical: Experience with transportation policy or investment planning sufficient to analyze policy and investment data/trends in order to properly advise senior leadership, stakeholders, and other planning staff.
Human Relations: Oral and written skills to convey policy and investment information to a broad range of internal and external parties. The ability to relate to a range of people is critical as this position will interact extensively with senior management, peers, subordinates, stakeholders, community-based groups, and other external persons - each with a different set of needs and level of understanding.
