Description
The Capital Programming team is seeking a Transportation Planner to join the Transportation Project Delivery department with a focus on discretionary grant and funding support. This position will be responsible for developing external funding applications, maintaining GIS resources, assisting with the development of the Capital Improvement Program, and supporting the Scoping Team with coordinating bridge and retaining wall projects.Opportunities for training and professional development will be provided as part of the on-boarding process. Hennepin County’s five-year Transportation Capital Improvement Program (CIP) is a tool used to identify, schedule, and finance capital improvements. Each CIP project provides an opportunity to advance the county’s priorities in disparities reduction, complete and green streets, as well as climate action. The 2023 legislation session resulted in a significant increase in transportation funding – presenting a generational opportunity for Hennepin County to elevate its investment in people walking, using transit, biking, and driving along the county’s multimodal transportation system that extends across 569 miles and 150 bridges.

There is no public transportation to the Public Works Facility. In this position, you will:
Support the CIP Coordinator with the development of external funding applications for federal and state grant opportunities.
Maintain GIS resources, including creation of maps for board action requests.
Support the CIP Coordinator with completing project prioritization, budget book development, and work plan coordination for bridge projects.
Develop materials and presentations for bridge and retaining wall projects.
Assist with the department's management of the Historical Transportation Projects (GIS & FileNet).
Assist with entering roadway system and project cost information into the State Aid Needs Database.
Support the Scoping Engineer with facilitating the quarterly Project Scoping Committee, completing scoping workbooks, and facilitating meetings with external agencies as it relates to bridge and retaining wall projects.
Need to have:
One of the following:
Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or urban/city planning.
Related education and/or experience to total four years.
Nice to have:
Experience with:
Transportation planning and best practices related to planning, design principles, operation, and maintenance policies.
Complete and Green Streets best practices.
Developing external funding applications.
Adobe Acrobat.
ArcGIS (ArcMap, ArcPro, and ArcGIS Online).
Microsoft 365 Excel, Outlook, PowerPoint, SharePoint, and Word.
Current certification in one or more of the software applications listed above.
Current American Institute of Certified Planners (AICP) Certification within the American Planning Association or ability to receive certification within three years of hire.
Strong organizational abilities and attention to detail to assist with file organization, tracking, and reporting statistics.
Ability to:
Complete work tasks associated with the development of funding applications for solicitations involving external state and federal funding.
Create illustrations using ArcGIS (ArcMap, ArcGIS Pro, and ArcGIS Online) and Adobe Acrobat Software to communicate project information.
Work within the Microsoft Suite of Tools such as Excel, Outlook, PowerPoint, SharePoint, and Word.
Meet deadlines within a dynamic team environment.
Communicate and present technical information effectively, both verbally and in writing.
Collaborate with internal and external partners, including virtual meetings while working remotely.
