Description
Hennepin County's Transportation Project Delivery (TPD) department plans, programs, designs, and oversees the construction of a safe, effective transportation system throughout Hennepin County. As the largest county in Minnesota by population, we are responsible for 2,200 lane miles of roadway, roughly 650 miles of bikeways, 380 miles of sidewalks, and 150 bridges. The TPD department is seeking an experienced Transportation System Planning Manager to manage and lead long-range transportation planning efforts. This is a critical position that functions under limited supervision, provides leadership guidance to engineers and planners, and reports to the Transportation Planning Division Manager. This position will have a key role in updating Hennepin County’s transportation plan, which is revised every 10-years as part of the county’s comprehensive plan. Hennepin County recently updated our Complete and Green Streets Policy, which incorporates key elements of safety, accessibility, green infrastructure, engagement, and context sensitivity. This position is hybrid and will be performed both on-site at the Public Works Facility located at 1600 Prairie Drive, Medina, MN 55340 or at the Hennepin County Government Center located at 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.About the position type:This is a full-time, benefit earning position.This position is internally classified as an Administrative Assistant, Principal. Lead long-range transportation planning efforts (modal/connectivity plans, accessibility plan, access plans, transportation components of countywide comprehensive plan, etc.).
Supervise a team of professional staff and manage consultant contracts for planning and engineering studies.
Provide recommendations for transportation projects along or affecting county roads, based on the county’s established vision, goals, and policies.
Represent the county’s transportation interests on external agency studies (Minnesota Department of Transportation, Metropolitan Council, Cities, Park Boards, etc.).
Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion (DEI).
Oversee metrics tracking and reporting as part of the county’s Complete and Green Streets Policy.
Provide presentations to county leadership, public and private bodies, and affected citizen or related groups.
Provide oversight and guidance for the county’s Plat Review Committee.
Partner and collaborate internally across Public Works and countywide, representing the department at meetings and serving on various committees.
Need to have:
One of the following:
Nine years or more experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Bachelor's degree or higher in business administration, public administration, urban or regional planning, civil engineering or other field appropriate to the position and five years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.
Nice to have:
Four years or more experience supervising staff and providing work direction to employees.
Experience and/or knowledge addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity and differing ability equity.
Experience:
Leading road and multimodal systems planning efforts relevant to long-range comprehensive planning, complete and green streets, traffic forecasting, and multimodal connections, safety, and accessibility.
Reviewing development site plans/plats for access, right-of-way, landscaping, and safety considerations.
Presenting to groups in-person such as the public, elected officials, and/or leadership teams.
In hiring efforts, including recruitment and interviewing.
In change management, conflict resolution, and consensus building.
Incorporating the principles and practices of civil engineering.
Managing and/or leading multiple projects.
Ability to:
Communicate clear and concise information both verbally and in writing with a wide variety of audiences.
Manage conflict, identify common interests, and facilitate change.
Develop and recommend policy alternatives and manage projects.
Establish and maintain working relationships and use a collaborative approach in problem solving.
Facilitate conversations and situations between individuals, sometimes between individuals with competing interests or perspectives.
